EU Expands Fiscal Flexibility Beyond Defense
"Upon request by a member state, the scope of the current National Escape Clause for defense can be broadened," Dombrovskis said during a news conference, presenting the European Semester 2026 Spring Package.
The National Escape Clause currently permits member states to temporarily sidestep EU fiscal rules under exceptional circumstances. Dombrovskis outlined that an annual ceiling of 0.3% of GDP could be applied to energy support measures, nested within the existing 1.5% of GDP cap already allocated for additional defense expenditure.
The measure is set to run from 2026 through 2028, carrying a cumulative ceiling of 0.6% of GDP across the three-year window.
"For those few member states that have already used full flexibility under the national escape clause to increase defense spending, this would allow them to move beyond 1.5% of GDP, subject to an additional sustainability assessment," said Dombrovskis.
The commissioner confirmed the flexibility applies retroactively to measures undertaken from February 2026 onward, with an explicit focus on initiatives designed to reduce member states' dependence on fossil fuels.
Critically, Dombrovskis drew a firm boundary: the expanded provision will not extend to any support measures that prop up fossil fuel consumption.
"Our recommendation remains unchanged to have temporary and targeted measures not to sustain the demand for fossil fuels because the problem right now is we are facing supply shock and you cannot address supply shock with stimulating demand," he added.
